Section A Mark Scheme


For both questions, “Examine” means identify the specified differences and explain why those differences matter. Each response is worth 12 marks, split equally between AO1 and AO2, with Pearson suggesting about 15 minutes. There is no AO3, so students do not need to evaluate which system is better or reach a judgement. They also do not need comparative theories in Section A.


Pearson's examiner reports repeatedly stress that the strongest 12-mark responses are directly comparative throughout, organise each paragraph around the same feature in both countries, and substantiate the comparison with accurate evidence. Introductions and conclusions are unnecessary.

Difference 1: the Senate has substantially stronger legislative powers


The US Senate is constitutionally co-equal with the House of Representatives in most legislation. A bill normally has to pass both chambers in the same form before it can be presented to the President. The House of Representatives cannot simply override Senate rejection of ordinary legislation.
