You must consider this view and the alternative to this view in a balanced way.


(30 marks)


The command word “Evaluate” requires students to analyse evidence supporting and challenging the view, weigh the relative strength of those arguments and reach a reasoned conclusion. This is a 30-mark question worth 10 marks each for AO1, AO2 and AO3, so students need accurate knowledge, sustained analysis and evaluation throughout rather than saving judgement for the conclusion. Pearson also states that an answer which does not consider both sides in a balanced way cannot progress beyond Level 2.


The question is securely within the specification. Edexcel requires students to study the IMF, World Bank, WTO, G7/G8 and G20, the North-South divide, world-systems and dependency theories, different measurements of poverty and theories of development. Students must also assess the extent to which global governance addresses issues including poverty.

19–24

Accurate and carefully selected knowledge consistently supports coherent analysis and evaluation. Arguments are mostly well substantiated and lead to focused, justified conclusions.

Level 5

25–30

Thorough and in-depth knowledge is effectively selected. Analysis is perceptive and sustained, connections are convincing, and evaluation is consistently substantiated, producing focused and justified conclusions.

Pearson's Section C guidance makes clear that AO1 should underpin AO2 and AO3. Candidates should develop arguments both supporting and rejecting the proposition, then use those arguments to form judgements and a reasoned conclusion.

1. The World Bank provides substantial resources specifically intended to reduce poverty


The World Bank, particularly through the International Development Association (IDA), provides grants and highly concessional finance to lower-income states.


In fiscal year 2025, 78 countries were eligible for IDA assistance, and new IDA commitments totalled $39.9 billion, including credits, grants and guarantees. The World Bank describes IDA as the world's largest source of concessional financing for low-income countries.
