Both Question 1 options are 30-mark source questions, worth 10 marks each for AO1, AO2 and AO3. “Using the source, evaluate the view that…” requires students to compare the competing arguments contained in the source, develop them with relevant knowledge, and reach supported judgements. Pearson suggests approximately 45 minutes for this question.
A crucial rule is that students may bring in their own knowledge for AO1, but AO2 analysis and AO3 evaluation must be rooted in political information already contained in the source. Students who do not compare the source arguments or who fail to consider both sides cannot progress beyond Level 2. Pearson also says a conclusion is essential and recommends interim or “mini” judgements throughout.

Question
Using the source, evaluate the view that the conventions of ministerial responsibility remain effective in holding government ministers to account.
The student needs to evaluate effectiveness, rather than simply explain individual and collective ministerial responsibility. The strongest structure pairs each claimed strength of ministerial responsibility with a limitation, then judges whether the convention actually produces meaningful accountability.
The Edexcel specification requires students to understand both individual ministerial responsibility and collective ministerial responsibility within the Prime Minister and Executive topic.
