Item A
Surveillance can be used to identify people who are regarded as presenting a risk of offending. New technologies allow information about individuals and their behaviour to be collected and monitored.
However, surveillance may be directed more closely at some social groups and locations than others.
Applying material from Item A, analyse two ways that surveillance may influence social control.

Read Item B below and answer the question that follows.
Item B
States have the power to make and enforce laws and may therefore influence which actions are defined as criminal. Some actions by governments may cause serious harm to individuals or groups but may be concealed, denied or justified as necessary.
Sociologists also argue that international organisations, human-rights agreements and public scrutiny may place limits on state power. However, holding states and state officials responsible for harmful actions can be difficult.
Applying material from Item B and your knowledge, evaluate sociological explanations of state crime and human-rights abuses.

Item C
Some sociologists argue that researchers should attempt to remain objective and separate their personal values from the collection and interpretation of evidence. This may help Sociology produce knowledge that is not simply based on the researcher's own beliefs.
However, values may influence the topics sociologists choose to investigate and the way they interpret or use their findings. Some sociologists also believe that research should contribute to changing society.
