Kohlberg’s cognitive-developmental theory explains how children’s understanding of gender becomes increasingly sophisticated with age. These Kohlberg’s theory A-Level Psychology revision notes cover the three stages required by AQA: gender identity, gender stability and gender constancy.
The theory proposes that children actively construct their understanding of gender rather than simply copying other people. As children mature, become less egocentric and gain social experience, they learn that gender remains consistent across time, changes in appearance and different situations. The theory provides a foundation for Martin and Halverson’s account of gender schemas, which offers a different explanation of when children begin actively seeking gender-related information. The revised AQA specification requires knowledge of all three of Kohlberg’s stages.

Kohlberg proposed a cognitive-developmental theory of gender.
A cognitive explanation focuses on how children:

The theory proposes that gender understanding develops through three stages:
Gender identity
Gender stability
Gender constancy
These stages occur in a fixed sequence and are associated with increasing age and cognitive maturity.

A cognitive-developmental explanation
Kohlberg’s theory contains two important assumptions.
Children actively construct gender understanding
Children are not passive recipients of information.
They actively:
Observe people.
Categorise individuals.
Think about similarities and differences.
Test their ideas about gender.
Gradually revise their understanding.
The child is therefore described as an active learner.
Understanding develops before fully gender-typed behaviour
Kohlberg argued that children’s thinking about gender guides their behaviour.
Once children understand that their gender is permanent, they become motivated to:
Seek same-gender role models.
Copy gender-appropriate behaviour.
Learn about the expectations associated with their gender.
Behave consistently with their gender category.
The direction of explanation is therefore:
gender understanding → motivation → gender-typed behaviour
This differs from learning gender through modelling and reinforcement, where behaviour may be learned through observation and reward before the child possesses a sophisticated understanding of gender.
Stage 1: Gender identity
What is gender identity in Kohlberg’s theory?
Gender identity is the ability to identify and label one’s own gender.
This stage usually develops at approximately 2 to 3 years of age.
A child may be able to say:
“I am a boy.”
“I am a girl.”
“That person is a man.”
“That person is a woman.”
At this stage, the child recognises gender categories and can place themselves within one of them.
AQA defines this stage as awareness of oneself as male or female, reflecting the binary categories used in Kohlberg’s original theory.
What the child does not yet understand
Gender identity does not mean that the child understands gender as permanent.
A child at this stage may believe:
Their gender could change as they become older.
A boy might grow into a woman.
A girl might grow into a man.
Changing clothing or hairstyle could change gender.
Taking part in an activity associated with another gender could change who someone is.
The child can identify their current gender but does not fully understand consistency across time or situations.
Example of gender identity
Three-year-old Noah says, “I am a boy.” When asked whether he will be a mummy when he grows older, Noah says yes.
Noah shows gender identity because he can label his current gender.
However, he does not yet demonstrate gender stability because he does not understand that his gender category remains the same as he grows older.
Recognising gender identity in a scenario
Look for a child who:
Correctly labels themselves as a boy or girl.
Labels other people by gender.
Understands their current gender.
Believes gender could change with age or appearance.
A developed application would state:
“The child shows gender identity because they can correctly label their present gender. However, believing that they could become a different gender when older shows that they have not yet achieved gender stability.”
Gender identity in Kohlberg’s theory and contemporary gender identity
The phrase gender identity has two related but distinct uses in this topic.
Kohlberg’s stage
Kohlberg used gender identity to describe a young child’s ability to label themselves as a boy or girl.
Contemporary use
In binary, non-binary and gender-fluid identities, gender identity refers more broadly to a person’s internal experience and understanding of their gender.
In examination answers about Kohlberg, use the term according to his theory:
Gender identity is the first stage in which a child can label their own gender.
Do not turn a Kohlberg question into a general discussion of adult gender identity unless evaluation of the theory’s binary assumptions is relevant.
Stage 2: Gender stability
What is gender stability?
Gender stability is the understanding that a person’s gender remains the same across time.
This stage is usually associated with approximately 4 to 6 years of age.
A child with gender stability understands that:
A boy will grow into a man.
A girl will grow into a woman.
They were the same gender when younger.
They will remain the same gender as they become older.
The child now understands gender as stable throughout a person’s life.
Stability concerns time
The key examination word is time.
A child with gender stability understands:
past → present → future
For example:
“I am a girl now, I was a girl when I was a baby, and I will be a woman when I grow up.”
This demonstrates gender stability.
AQA’s November 2020 multiple-choice question defined gender stability as knowing one’s gender now and understanding that it has remained the same in the past and will remain the same in the future.
Gender stability is not yet gender constancy
A child may understand stability over time but still be confused by changes in outward appearance or activity.
For example, a child may correctly state:
“A boy grows into a man.”
However, the same child may believe:
“If the boy puts on a dress and grows long hair, he becomes a girl.”
The child has achieved stability because they understand development over time.
They have not achieved constancy because appearance still affects their judgement.
Example of gender stability
Five-year-old Ana says that she was a girl when she was a baby and will be a woman when she grows up. However, she says that her brother would become a girl if he wore a dress.
Ana demonstrates gender stability because she understands that her own gender remains fixed over time.
She does not yet show gender constancy because she believes that changing outward appearance could change another person’s gender.
Recognising gender stability in a scenario
Look for a child who:
Understands that gender remains the same as a person ages.
Correctly links boys with men and girls with women.
Refers accurately to past, present and future gender.
May still be misled by clothing, hairstyle or activity.
Use this answer structure:
scenario detail → stable over time → gender stability → limitation involving appearance
For example:
“Arlo understands that he was a boy as a baby and will become a man, showing gender stability. His belief that wearing a skirt would make him a girl shows that he has not yet developed gender constancy.”
Stage 3: Gender constancy
What is gender constancy?
Gender constancy is the understanding that gender remains consistent despite changes in:
Clothing.
Hairstyle.
Activity.
Behaviour.
Appearance.
Social context.
The stage is usually reached at approximately 7 years of age.
Gender constancy is sometimes called gender consistency.
AQA accepts both terms. The specification uses gender constancy, while mark schemes also refer to constancy or consistency.
Constancy concerns appearance and context
The key distinction is:
Stability means gender stays the same over time.
Constancy means gender stays the same despite superficial changes or different situations.
A child with gender constancy understands that:
A boy remains a boy while wearing clothing stereotypically associated with girls.
A girl remains a girl while playing a sport stereotypically associated with boys.
Cutting or growing hair does not change someone’s gender.
A person’s gender remains consistent in different social contexts.
Conservation of gender
Gender constancy involves an understanding similar to conservation.
The child recognises that an underlying characteristic remains the same even though outward appearance changes.
For example:
A man remains a man if he wears a dress.
The surface appearance has changed, but the child understands that the underlying gender category has not.
This ability is associated with reduced dependence on immediately visible characteristics.
Example of gender constancy
Seven-year-old Amira says that a woman remains a woman if she cuts her hair short, wears a suit and repairs a car.
Amira demonstrates gender constancy because she understands that changes in appearance and activity do not change gender.
She can distinguish:
A person’s gender category.
Clothing or behaviour culturally associated with gender.
Recognising gender constancy in a scenario
Look for a child who:
Ignores superficial changes.
Recognises gender across different situations.
Understands that clothing does not change gender.
Understands that activities do not determine gender.
Gives consistent answers even when appearance conflicts with stereotypes.
A developed application would state:
“The child demonstrates gender constancy because they understand that gender remains unchanged despite a change in clothing and activity.”

A three-question test
When applying Kohlberg’s theory, ask:
Question 1: Can the child label their current gender?
If yes, the child has reached gender identity.
Question 2: Does the child understand that gender remains the same from childhood to adulthood?

Question 3: Does the child understand that clothing, hairstyle and activities do not change gender?

How gender understanding develops
Kohlberg argued that children progress through the stages as their cognitive abilities develop.
The transition is influenced by:
Maturation.
Social experience.
Reduced egocentrism.
Increasing ability to classify people consistently.
Active construction of gender knowledge.
Maturation
Maturation refers to biological and cognitive development that occurs as the child grows older.
As cognitive abilities mature, children become better able to:
Understand continuity over time.
Ignore misleading surface appearances.
Compare past, present and future.
Apply categories consistently.
Consider perspectives beyond their own immediate perception.
The stages are therefore linked to age, although the stated ages are approximate rather than exact deadlines.
Socialisation
Socialisation is the process through which children learn the expectations, values and behaviour of their society.
Children gain information about gender through interactions with:
Parents.
Siblings.
Peers.
Teachers.
Media.
Other members of their community.
Social experience provides information, but Kohlberg argued that the child must possess sufficient cognitive understanding to interpret and organise it.
This differs from social learning theory, which places greater emphasis on behaviour being acquired through observation and reinforcement.
Reduced egocentrism
Egocentrism is difficulty appreciating perspectives different from one’s own immediate viewpoint.
Younger children may rely heavily on what they can currently see.
For example, they may believe:
“That person looks like a girl now, so they must have become a girl.”
As egocentrism lessens, children become better able to:
Consider information beyond appearance.
Recognise that another person’s underlying identity remains stable.
Understand that different people can behave differently without changing gender.
Separate temporary appearance from permanent classification.
AQA mark schemes identify reduced egocentrism as one process contributing to movement through Kohlberg’s stages.
Active construction
Kohlberg did not view the child as simply absorbing gender stereotypes.
Children actively use their developing cognition to:
Categorise themselves.
Categorise other people.
Compare behaviours.
Develop rules.
Correct misunderstandings.
Seek information that fits their gender understanding.
The theory is therefore described as constructivist.
The child builds their own understanding from cognitive development and social experience.
Self-socialisation
Once a child understands gender as constant, Kohlberg proposed that they become motivated to behave consistently with their gender.
This process can be called self-socialisation.
The child may:
Seek same-gender models.
Attend to gender-appropriate behaviour.
Choose activities associated with their gender.
Avoid behaviour they believe belongs to another gender.
Reinforce their own gender category through their choices.
The motivation comes from the child’s understanding rather than depending entirely on rewards from adults.
The proposed sequence from thought to behaviour
Kohlberg’s explanation can be summarised as:
The child labels their gender.
The child understands gender across time.
The child understands gender despite changes in appearance.
Gender becomes a permanent category.
The child becomes motivated to seek same-gender models.
Gender-typed behaviour becomes more consistent.
The theory therefore argues:

Applying the developmental process
Consider this scenario:
When Leo was three, he correctly said that he was a boy but believed he might become a mummy. At five, he understood that he would grow into a man but thought that wearing a dress would make him a girl. At seven, Leo understood that clothing and activities do not change whether someone is a boy or girl.
The stages can be applied as follows.
At three: gender identity
Leo can label himself as a boy.
He believes he could become a mummy.
He does not yet understand stability across time.
At five: gender stability
Leo knows he will grow into a man.
He understands continuity across time.
He remains misled by a change in appearance.
At seven: gender constancy
Leo understands that clothing and activity do not change gender.
He has developed consistency across appearance and context.
Kohlberg compared with gender schema theory
Kohlberg’s theory and Martin and Halverson’s gender schema theory are both cognitive explanations.
Both propose that:
Children actively process gender information.
Cognition influences gender-related behaviour.
Gender understanding changes with development.
Children organise information into categories.
However, they disagree about when gender understanding begins to guide behaviour.

AQA’s 2025 mark scheme identifies this age difference as an important comparison. Gender schema theory proposes that children focus on in-group information earlier than Kohlberg’s theory predicts.

Evidence of children imitating same-gender behaviour before reaching constancy would challenge Kohlberg but could support social learning theory.
Evaluating Kohlberg’s theory
Strength: it recognises the child as an active learner
Kohlberg’s theory presents children as actively involved in their development.
Children do not simply copy every behaviour they observe.
They:
Categorise information.
Develop rules about gender.
Revise their understanding.
Select information that fits their developing knowledge.
This is a strength because children show purposeful information seeking rather than responding mechanically to rewards and punishments.
The theory explains the cognitive processes underlying behaviour, rather than focusing only on visible imitation.
AQA identifies this focus on cognition as a strength of the theory.
Strength: evidence supports stage-related development
AQA identifies Slaby and Frey’s research as evidence supporting the stages of Kohlberg’s theory.
The evidence suggests that children’s understanding of gender develops systematically and that more advanced gender understanding is connected with attention to gender-related models.
This supports the central prediction that cognitive understanding is related to later gender-typed behaviour.
AQA’s specimen material also identifies Damon’s research as evidence supporting the stages.
Strength: cross-cultural support
Cross-cultural evidence has identified comparable stages of gender understanding in children from different societies.
AQA’s specimen mark scheme names Munro and colleagues as evidence that the three stages may be found across cultures.
This supports the claim that the development of gender understanding is linked with general cognitive maturation rather than depending entirely on one culture’s gender roles.
If the same sequence appears in different societies, the theory may have a degree of universality.
However, cultures may differ in:
The content of gender roles.
The ages at which children gain particular experiences.
The importance placed on binary gender categories.
How children are questioned about gender.
Cross-cultural support for a broad sequence does not prove that every aspect of gender develops identically.
Strength: the theory explains developmental change
Kohlberg’s theory explains why a three-year-old and a seven-year-old may respond differently to the same situation.
For example:
A younger child may judge gender from clothing.
An older child may ignore clothing and focus on the person’s continuing identity.
The theory therefore accounts for qualitative change in children’s thinking rather than treating gender knowledge as something that appears all at once.
Limitation: children show gender-typed preferences earlier than predicted
Evidence suggests that children can prefer same-gender playmates or gender-typed activities before achieving gender constancy.
This challenges Kohlberg’s proposed sequence.
If children select same-gender models before constancy, sophisticated understanding may not be necessary for gender-typed behaviour.

This is earlier than Kohlberg’s prediction that stable gender-typed motivation follows gender constancy.

may therefore support gender schema theory more strongly.
Kohlberg may have placed the cognitive cause of gender-typed behaviour too late in development.
Limitation: the theory may describe rather than explain
Kohlberg identifies the order in which gender understanding develops.
However, the theory is less clear about precisely why the transitions occur.

Reduced egocentrism.
identify broad developmental processes, but they do not specify exactly:

The theory may therefore provide a strong description of developmental change but a less complete explanation of its causes.
AQA’s 2023 mark scheme identifies this as a recognised criticism.
Limitation: it cannot easily explain sex differences in gender typing
Boys may sometimes display stronger gender typing than girls.
For example, boys may experience greater pressure to avoid behaviour labelled feminine.
Kohlberg’s theory does not clearly explain why gender understanding would produce different levels of sex typing in boys and girls.
Children of both sexes are expected to progress through the same cognitive stages.
An explanation based on social learning may account for the difference more effectively if:
Boys receive stronger punishment for gender-inconsistent behaviour.
Masculine behaviour receives greater social status.
Parents or peers respond differently to boys and girls.
AQA identifies the difficulty explaining stronger sex typing in boys as a limitation.
Limitation: interviewing young children is difficult
Research into Kohlberg’s stages often requires young children to answer questions about:

Young children may have difficulty because of:

The 2023 examiner report noted that strong evaluation often included methodological difficulties associated with interviewing very young children.
Limitation: performance may underestimate understanding
A child may fail a gender constancy task because of the way the question is presented rather than because they lack constancy.

Repeated questions may suggest their first answer was wrong.
The language may be too complicated.
This creates a distinction between:

Limitation: stages may be less rigid than the theory suggests
The theory presents gender understanding as a sequence of distinct stages.
Real development may be more gradual.

Give different answers depending on the wording of a question.

Limitation: a binary framework
Kohlberg’s original theory was framed around children categorising themselves and others as male or female.
The revised AQA specification now also recognises:
Non-binary identities.
Gender-fluid identities.
Diversity in sex development.
Kohlberg’s three-stage account does not directly explain how children develop an understanding of identities outside a fixed male-female binary. This is a reasoned limitation when applying an older theory to the broader conception of gender used in the revised specification.
The theory may still help explain how children understand the stability of social categories, but its original categories are narrower than contemporary understandings of gender identity.
Limitation: cultural content is underexplained
Cross-cultural evidence may support the broad stage sequence, but the theory does not fully explain why gender roles differ between cultures.
For example, societies vary in beliefs concerning:
Clothing.
Employment.
Childcare.
Emotional expression.
Gender-appropriate activities.
Kohlberg explains how children construct and stabilise gender categories, but it says less about where the specific content of those categories originates.
The influence of social experience is addressed more directly through cultural and media representations of gender.
Overall conclusion
Kohlberg’s theory proposes that gender understanding develops through three stages:
gender identity → gender stability → gender constancy
Children first label their present gender, then understand that gender remains stable across time, and finally recognise that it remains constant despite changes in appearance and context.
The theory’s major strength is its cognitive focus. It presents children as active learners whose thinking changes systematically with age.
However, it may:

The strongest conclusion is that children’s gender understanding develops with cognitive maturity, but gender-related behaviour is also influenced by schemas, observation, reinforcement, culture and individual experience.

Examiner hint: Do not confuse gender stability with gender constancy. The 2023 examiner report identified this as the main knowledge error in otherwise strong responses.

Examiner hint: Give the stages in the correct order:
identity → stability → constancy
Examiner hint: Link the stage to a precise part of the scenario. In the 2022 application question, students often described the whole theory instead of applying it directly to the child’s comments.
Examiner hint: Gender identity alone does not mean the child understands that gender is fixed. A child may correctly label themselves while believing they will become a different gender as an adult.
Examiner hint: Do not use social learning terminology in place of cognitive explanation. Observation, imitation and reinforcement belong primarily to social learning theory unless they are used as a comparison.
Examiner hint: Explain development, not only the definitions. Strong answers connect progression with maturation, socialisation and reduced egocentrism.
Examiner hint: Use evidence as evaluation. Naming Slaby and Frey without explaining that the evidence supports stage-related gender understanding is undeveloped.
Examiner hint: In the 2023 8-mark question, five marks assessed evaluation and only three assessed knowledge. A long description of the stages with one brief criticism would therefore be unbalanced.
Examiner hint: Methodological criticism must be linked to the theory. Explain how interviewing young children may underestimate their gender understanding rather than simply stating that interviews lack validity.
Examiner hint: Use specialist terminology accurately, including gender identity, gender stability, gender constancy, maturation, egocentrism and active construction.
